Chinese Doppler radar sent back

The much needed Doppler radar (for predicting rainfall) for Mumbai finally arrived, only to be sent back to Delhi. The reasons doing the rounds are

a)The defence dept. objected to allowing Chinese scientists to install the Radar(which in fact is procured from China).

b) the piece is defective.

This fiasco will surely surface a lot many times. With India hoping to build a better infrastructure @ the cost of cheapest bids, you would most likely find the Chinese at the start of these lines. Cannot even blame anyone for this mess. Other than cribbing the fact that -Surely, we aren’t lacking in engineers to build our own stuff are we?

I think the govt. should go around screening 3 idiots across campuses and push students, specially IITians to innovate cheaper solutions and not waste their time joining an investment bank after four years of engineering.
